Despite worsening ozone air pollution in much of the country, the US Environmental Protection Agency (EPA) intends to weaken a key safeguard against cross-state emissions that fuel it. The announcement described phase 1 of a rollback of the “Good Neighbor Plan”, which requires upwind states to reduce the nitrogen oxide emissions that can create ground-level ozone (ie, smog) in downwind communities. The agency said it will approve previously rejected ozone plans from eight upwind states, releasing them from participation in the Good Neighbor Plan.
