The Advanced Research Projects Agency for Health (ARPA-H) has officially launched a new initiative focused on transforming autism diagnosis and enhancing care for individuals with autism spectrum disorder (ASD). Dubbed the Systems for Phenotypic Evaluation, Clinical Trajectories, Response, and Agency (SPECTRA) program, this effort aims to merge advanced computational methods with real-world data, as detailed in an announcement made on September 17, 2026.
The SPECTRA initiative is built upon the premise that autism is not a one-size-fits-all condition, requiring unique care approaches that reflect individual needs. HHS Secretary Robert F. Kennedy Jr. stated, "Millions of American families are impacted by autism and they need better answers about why it presents so differently from one person to another and which approaches can best meet each person's needs." The program aims to leverage American science and innovation to achieve more accurate outcomes for those affected by autism and their families.
The primary objectives of the SPECTRA program include:
SPECTRA will involve collaboration with stakeholders and advocacy groups to seamlessly integrate objective biological data. During the program's development, researchers will aim to create a comprehensive system to uncover risk factors associated with autism spectrum disorder, connect patients to suitable interventions, and expedite clinical research aimed at discovering new therapies.
The initiative is divided into four key technical areas:
Solutions for each technical domain must be submitted by the specified deadlines, starting with TA 4 on October 18, 2026. Proposals for TA 1 and TA 2 are due by December 2, 2026, while submissions for TA 3 are expected by January 18, 2027. Full proposal submission deadlines will be determined and shared later.
Dr. Russell Shilling, known for his personal connection to the autism community as the father of two children with autism, will manage the SPECTRA program. With previous experience on the medical and science advisory committee at Autism Speaks, he declared, "Over the past decade, we have become much better at recognizing autism and the substantial differences among people across the spectrum." He also criticized current assessment methods, noting they often fail to accommodate the complexity of individual cases.
Shilling envisions that this program will modernize autism assessment and care by integrating advanced health technologies and next-generation computational tools, informed by the personal experiences of those affected by autism. He states, "SPECTRA is designed around that complexity to better understand each person's needs and enhance their day-to-day quality of life."
Robert F. Kennedy Jr. has been a prominent figure in discussions surrounding autism and has faced controversy for promoting theories linking environmental factors to the condition, particularly claiming an 'epidemic' of autism since taking office. His statements have drawn criticism from various sectors within the medical, scientific, and autism advocacy communities, as they argue that autism's complexity cannot be reduced to oversimplified causes. The Autism Society has explicitly labeled such claims as misleading and harmful, further advocating for accurate depictions of autism that do not perpetuate stigma.
In addition to the SPECTRA initiative, the National Institutes of Health launched the Autism Data Science Initiative (ADSI) in April 2025, committing $50 million to investigate the underlying contributors to autism spectrum disorder. Moreover, in August 2026, the Centers for Medicare and Medicaid Services (CMS) rolled out resources for states regarding applied behavior analysis (ABA) therapy, aiming to elevate the standards for autism care without imposing federal mandates.
