The researchers reported that young drivers, out-of-state drivers and non-motorists such as pedestrians and cyclists experienced fatal and non-fatal injury rates estimated to be 10% to 15% above baseline. Crashes involving out-of-state drivers rose by as much as 37%.
The study did not find a significant increase in alcohol-related crashes during that period. Instead, the findings suggest that traffic volume and unfamiliarity with local roads may matter more than intoxication alone. French said the research shows that targeting drunk driving alone is not the best strategy.
The authors pointed instead to density management, expanded public transportation and stronger enforcement as possible approaches. They also cited recent measures in Miami Beach, including DUI checkpoints, increased police presence and pedestrian protection zones, as an example of the kind of coordinated response they recommend.
